The following information was recorded by a reader during a recent AHA and DOE conversation on the application process for a PEP grant. It may be helpful to school districts planning to apply. Please be sure to post additional information that you feel may be helpful. Thanks.

May 18, 2001

Application process is topic: local schools to initiate and improve PE
programs only!

Background on PEP from American Heart Assn: Ted Stevens (R-AK) sponsored - $
to local schools to develop PE Programs with goal for PA for kids. PE
getting shouldered out in schools... AHA agreed and helped to get it passed.

US Dept of ED: points of application - be sure to download them all. Only
applicant for the grant is LEA defined on p.6. READ the application
especially p. 9 and follow ver verbatim - go for all of the 45 points.

Q: Can private schools apply?
ED: No, but can receive services if written in at LEA. P. 8

Q: June 18 is deadline - receipt deadline?
ED: No, must be postmarked by June 18

Q: Award only 16 grants?
ED: Only a range - depending on whom is granted. Like if NY applies they
will need that much to make a difference. There will be $10,000-50,000
grants also. Be sure of the need assessment - and how will this help you
meet these needs.

Q: Possibilities to award stipends for example for demonstration
teachers and observe - hiring?
ED: NO! Do not pose it this way. PEP is only to buy equipment or for
training. Can take 10% match and use as stipends. Demonstration Teacher
model - teachers who do demonstration levels. Master
teachers to give lessons- if teachers trained - "Do not use PEP for hiring
or stipends." (Private???) or 10% Foundations money can hire for
administration of grant!

Q: if no state standards?
ED: explains this in the grant - may not be national based standards but
have standards.

Q: Can a consortium of districts get together?
ED: YES! Collaborate with single proposal - as long as everyone in it is an
LEA - no community based or
non-profit in there.... One LEA serves as fiscal agent and applicant. 10%
match in cash or in-kind.

Q: Is there a way to track applicants?
ED: Not from DOE - National Center AHA can get list out. DOE will notify
Members of Congress for their districts.

Additional comments:

* Overwhelming response of applicants - AHA should know to advocate for
next years funding - (Tracking)

* 12 months - nothing in Presidents budget for next year... - Should they
get more funding - with overwhelming response the SEC can fund down the
slate - rank order. 300 applications and can fund -others instead of open
if they are outstanding...

* President's report is fine to model.

* Short amount of time is normal.

* System change means they want to see no dodge ball no roll out the ball -
but that kids enjoy PE and are learning.

Peer Reviewer Recruiting Announcement
The U.S. Department of Education's Safe and Drug-Free Schools Program is currently seeking qualified peer reviewers to read grant proposals submitted under the Physical Education for Progress (PEP) discretionary grant

The peer review process will take place between July 10 and July 24, 2001, using a Web-based system allowing reviewers to read and score the applica tions from home. In order to serve as a reviewer for these grant competitions, individuals must possess relevant background/experience and have the necessary computer skills and access to the Internet.

Qualified reviewers should have background in one or more of the following areas:


Ÿ Physical Activity and/or the "New PE"

Ÿ Wellness and fitness training

Ÿ Violence prevention

Ÿ School counseling

Ÿ Education administration

Ÿ Elementary and secondary education

Ÿ Postsecondary education

Ÿ At-risk youth

Ÿ Prevention program evaluation

Persons selected as reviewers must agree to:

¯ Participate in an online training

¯ Read and understand the application for the competition for which they will serve as a reviewer

¯ Provide scores and written comments for up to 12 applications over an 8- to 10-day period

¯ Participate in two panel conference calls to discuss each application

Experience suggests approximately three hours are needed to read, score, and write comments for each application. Only persons who can make a commitment to completing the task in the time allowed should serve as reviewers. Reviewers will rece ive an honorarium for successful completion of their review.

I would like to see if we got our grant. We applied and I can not find out who got it.
