How do you keep a class active during a lesson on basic water safety and survival skills if you do not have access to a pool or body of water?

I didn't have a pool at my old school either. We didn't learn how to swim in our school district. If we wanted to learn we had to do so at home. So when I came to Slippery Rock University I was surprised to know that I may have to teach students how to swim. I also had to re-learn everything I knew about swimming.
