It seems that the focus on weightlifting for high school athletes consists more of the bench press, squat, and deadlift. I am curious to see if anyone out there has ever implemented a strength program for high school athletes that consists of the Olympic lifts (i.e. snatch, clean & jerk, squats, etc...)

I know that safety with these types of exercises is a major issue. I think doing a core circuit would be very helpful. This way students could do it at home also.

I played football in high school, and went through the workouts like you said, bench, squat, and deadlift. We would do those lifts for our main workout, but our coach also had us doing cleans and snatch. The safety issue was covered by our coach too. Instead of just throwing us into the lifts, he taught us how to correctly perform each lift. We then practiced with very little weight on the bar to get used to the motion before we actually used the lifts in our workouts.

Practicing the snatch and clean has a lot to do with form. Light weight should be used in the beginning but these lifts are very intergral for explosion and power. Not doing these lifts can hurt your overall performance on the field.

In high school, our coaches would take all of the first year varsity guys and have demonstrations and practicing of the snatch with light weight. He was very concerned with injury and would not let you move up in weight until he was confident you had the form down. When I hit college football, it was an expected skill to have and they tested for max during the first day of camp.
