I am not to familar with aquatic skills, so i was wondering whether anyone knew what is the basic swimming skill beginning swimmers must know? is it the scissor cuts, kneeling dive, flosting, or the sidestoke

Beginner students must be comfortable with going under the water. They should get introduced by bobbing under the water and back up. When they get more comfotable have them perform the skill in a more continuous fluid motion. Following that, you could expand the skill by having the students place there hands together straight above their head, simulating a dive position with the arms. Use the teaching cue "Squeeze the ears with your bicep muscles". As the instructor you now have a smoothe transition into the introduction of the streamlining position.
