High knotted climbing ropes

Are there any rules or guidelines for high (knotted) rope climbing in public elementary schools? For example, are there any rules on how high a 5 year old can climb, or any specifications on spotting, etc. In Wisconsin specifically. What is the age appropriateness of this activity??? How high is a 5 year old allowed to go???
