Grading In Elem. PE

We are currently in the process of changing to a new elementary "specials" report card and we are trying to get away from our current grading system. The students now get a grade for participation, attitude and behavior, and sportsmanship. I have a difficult time grading these areas for 700 students. Does anyone have suggestions for a better way to give a P.E. grade?

The school district that I work for has the students earn two grades for library, music, and PE. One grade is called a "self-management" grade and this is a letter grade. (E,S+,S,S-,N) The other grade is their "activity" grade.

The self management grade is based on their behavior, sportsmanship, and attitude while in class. Their activity grade is based on their skill assessments. This works out great having the two seperate grades.
