My freshman in college I took a swimming class in which we were graded on how good we could swim. I am a good swimmer and I still got a lot of B's on the skill tests that we had to do. On some skills I might not have been able to do it perfect but by the end of the semester I think that me and my classmates improved dramatically but didn't see the grades that we wanted to see. I think that we should have been graded on how well we improved over the course of the semester. Does anybody else agree with me on this?

You are talking about two different types of assessment? One is 'attainment' I.e, how much you know or can do - and the other (the one you want) -is for 'effort or improvement'?
Totally different tasks being asked of your assessor here!
